NEO has left a tangible footprint in LAC and, although the initiative ends its five-year pilot phase, the truth is that the lives of hundreds of thousands of young people have changed thanks to better job opportunities and wages. More importantly, because of its innovative approach and thanks to a knowledge agenda, NEO has broadened the knowledge frontier in youth employability in the region by providing new learning. These learning will help us to continuously improve and continue to expand a future full of opportunities for hundreds of thousands of young people with better skills for future jobs and better employment opportunities. However, there are still great challenges ahead. Here we will tell you.

By walking together youth can go farther. An African proverb says: “Alone we advance quicker, but together we can go farther”. My main wish for this August 12, as we celebrate International Youth Day, is to be a witness of governments, productive-private sectors and civil society working together with determination to demolish the walls that stop millions of youth from reaching their dreams.





Alianza multisectoriales: aprendiendo a mirar el mundo a través de los ojos de los otros. La creciente complejidad y envergadura de los problemas sociales —como el desempleo juvenil— demanda las fortalezas y la visión de distintos actores: no pueden ser resueltos por un único actor y cada vez más existe una escasez progresiva de recursos financieros junto a una necesidad de mejorar la eficiencia e impacto de la intervención social. Es necesaria cierta coordinación para enfrentar problemas complejos si queremos alcanzar un cambio estructural y social, un impacto colectivo.

La necesidad de alianzas multisectoriales para generar un cambio social. El término APP se está utilizando mucho hoy en día en contextos muy variados y su modelo se empieza a utilizar en tan diversos sectores que puede ser algo confuso. Por eso quisiera proponer 3 matices diferenciadores clave: i) el propósito final; ii) el grado de cooperación que se quiere alcanzar; y iii) el grado de complejidad del problema o reto que se quiere resolver juntos.




Multi-Stakeholder Alliances: Learning To See The World Through The Eyes Of Others. The growing complexity and magnitude of social problems—such as youth unemployment—demands the strength and vision of different stakeholders. These issues cannot be resolved by only one stakeholder; financial resources are increasingly scarce, and therefore it is necessary to improve the efficiency and the impact of social interventions. A certain degree of coordination is necessary to tackle complex challenges if we want to achieve a structural and social change, a collective impact.

La calidad educativa: tarea pendiente en LAC. Para generar jóvenes cualificados para el mundo del trabajo, no hay que perder de vista que es necesario mejorar la calidad del insumo que éstos reciben de las instituciones de capacitación y empleo a través de sus profesionales y docentes.


The quality of education: The Pending homework in LAC. Starting in 1950, education policies in the region were focused on improving the access to the first nine grades for children, these policies helped enrollment surpass 70%. However, this created two new challenges when it came to translating better education into better employment possibilities, and they are: the quality and relevancy of what was taught.

Improving job opportunities for youth in Valparaiso. A multi-sectorial work can generate systemic impact, and impact in the structures beyond the results of an individual intervention and create change on a large scale, sustainable in the mindset and behaviors of youth, authorities, organizations, and companies. Series of key steps before constituting its multi-sectorial alliance.




Soluciones efectivas para los jóvenes que ya no quieren ser ninis. El desempleo y la informalidad son problemas que persisten en el panorama laboral de los jóvenes en la región LAC, a pesar del buen desempeño económico durante la primera década de este siglo. En este contexto, la Alianza NEO México está liderando la implementación de un modelo de atención integral para los jóvenes ninis en Nuevo León (NL) llamado Módulos de Atención de Servicios Integrales al Joven (MÁS JOVEN), donde se aúnan esfuerzos públicos y privados.

Effective solutions for youth that don’t want to be NEET anymore. The unemployment and job informality are challenges that persist in the labor panorama for youth in Latin America and the Caribbean, despite of the good economic performance during the first decade of this century. In this context, the Alliance NEO Mexico is leading the implementation of a comprehensive attention model for NEET youth in Nuevo Leon (NL) named Modules of Comprehensive Attention Services for Youth. It gathers public and private stakeholders’ efforts.

La nueva forma de liderazgo se llama Trabajo en Alianzas. Aunque la ONU describe en el 2015 que las alianzas público-privadas o multisectoriales son el modelo para alcanzar los objetivos de la Agenda de Desarrollo Sostenible 2030, las alianzas para solucionar problemas sociales son muy novedosas a nivel mundial.






Mujeres en el mundo laboral: ¿el sexo débil? Después de trabajar en la mejora de la calidad y pertinencia de más de 200 centros de educación técnica y vocacional, se identificaron tres obstáculos principales que pueden convertirse en oportunidades para motivar a las mujeres a inscribirse en áreas STEM: la familia, la escuela y la empresa.




A mejor calidad educativa, mejores empleos para nuestros jóvenes. Para entender las dificultades de inserción laboral de los jóvenes en El Salvador, y en particular de aquéllos que pertenecen a grupos en situación de mayor vulnerabilidad, es indispensable conocer su perfil educativo al momento de ingresar al mercado de trabajo. El número de años escolares, la calidad y la pertinencia de la educación a la que fueron expuestos infieren en las probabilidades de acceder a un empleo digno.

Programas de pasantías: de la Edad Media al futuro. En América Latina y el Caribe los jóvenes tienen muchas preguntas y pocas respuestas sobre la transición de la escuela al trabajo. La experiencia de las prácticas profesionales en República Dominicana.





La disrupción más decisiva para el futuro del trabajo. Nosotros creemos que la “tecnología” más disruptiva y con mayor potencial de generar cambios positivos en la productividad, y en la generación de nuevas empresas y empleos, son las “alianzas público-privadas (APP) o multisectoriales”. El término no es “techie” pero todo el mundo lo entiende y, aunque se invoca en los principales foros internacionales, pocos son los valientes que se lanzan a explorar este camino.

We made a bet today on what critical technology will best position the countries of Latin America and the Caribbean to take advantage of the fourth industrial revolution, some might say the adoption of blockchain, and others artificial intelligence or quantum computing. We believe public-private partnerships (PPP) or multisectoral partnerships is the most disruptive technology is also the one with the greatest potential to generate positive changes in productivity and in the generation of new companies and jobs.

En empleo, la estrategia del camaleón. Los avances en la tecnología ofrecen opciones ilimitadas para el consumidor. Pero ¿cómo influyen tecnologías como la inteligencia artificial en las perspectivas laborales de los que actualmente cursan estudios secundarios y universitarios? ¿Y qué deben hacer las instituciones de formación laboral para no quedarse atrás?.

Os avanços tecnológicos oferecem opções infinitas ao consumidor, mas como tecnologias como a inteligência artificial influenciam as perspectivas de trabalho daqueles que atualmente estão fazendo um curso médio ou superior? E, além disso, o que devem fazer as instituições de capacitação profissional para não ficar para trás?





El reto NEO: mirar al otro para impactar en los jóvenes. La apuesta es sencilla pero la estrategia para lograrlo no lo es tanto; el problema es complejo y difícil de abordar desde una única perspectiva. Requiere aplicar un enfoque sistémico. Sólo de esta manera entenderemos dónde están las fallas, desconexiones, desincentivos, duplicaciones, desconfianzas y poco a poco ir conectando, generando nuevos incentivos e información relevante, desarrollando procesos de diálogo y construyendo la confianza necesaria para que el sistema de empleabilidad juvenil sea efectivo, de resultados, y sea eficiente.

¿Cómo promovemos empleos de calidad para los jóvenes de América Latina y el Caribe? Existen dos características de los mercados laborales de la región, informalidad más inestabilidad, que forman una combinación nociva para las aspiraciones de los jóvenes. Entonces ¿cómo promovemos empleos de calidad y trayectorias laborales exitosas?

¿Qué quieres ser cuando seas grande? “Las habilidades que van desarrollando las personas a lo largo de la vida son cruciales a la hora de decidir su futuro trabajo e ingresos. Un nuevo libro del BID intenta responder a las preguntas ¿qué habilidades deberíamos desarrollar? y ¿cómo se desarrollan esas habilidades?”.


The NEO challenge: look outward to make an impact on youth employment. The focus of the initiative New Employment Opportunities for Youth (NEO) is simple: to help 1 million young people in Latin America and the Caribbean prepare for the job market and find a first good job.

Mexican youth: ready for jobs in renewable energy? With the end to Mexico’s state monopoly over energy and the opening up to foreign investment in 2013, new employment opportunities are arising in the renewable energy sector. But what skills do these jobs require? And is the workforce ready to meet private sector demands?

It’s all about mergers in Jamaica and the Caribbean. It is always nice to see progress firsthand and to meet with our partners after a year since the NEO alliance was launched. This visit was also timely given the major changes in the Ministry of Education of Jamaica with the merger of the Human Employment and Resource Training Trust, National Training Agency, known as HEART Trust NTA, the National Youth Service (NYS), and the Jamaican Lifelong Learning Foundation. Both HEART Trust NTA and NYS had been founding members of the NEO Jamaica alliance and key players in the youth employability ecosystem.

La educación en Recife se pone unas dosis de innovación. ¿Cómo innovar de manera sostenida en el sistema educativo en #LatAm? Con @BIDEducación, @Summa_Edu, y expertos #LatamEd, y justo coincidió que estuve en Recife, capital de Pernambuco, Brasil, donde pude conocer una serie de iniciativas innovadoras en la educación media y técnica: Escuela Técnica Cícero Dias, Pernambucoders, y NEO Brasil.





What do you want to be when you grow up? What do you want to be when you grow up? This is a question that adults everywhere ask young people. I don’t have the faintest idea what professions my children will end up choosing. What I do know is that the skills they develop throughout their lives will be crucial when the time comes for them to decide on a career. But which skills should they develop? And what’s the best way to develop them?.

NEO Job Training Set to Reach 1 Million Latin American Youth. Businesses in the region benefit from NEO projects by gaining access to new sources of training that meet their needs, access to a more qualified workforce, increased productivity, a conduit for greater influence on public policy and recognition for their social responsibility.




My Hands-On Experience in a NEO Internship in the Dominican Republic. As happens too often in Latin America, youth in my home country, the Dominican Republic, have access only to poor quality technical and technological education. Our training institutions do not provide the necessary tools and methodologies to prepare us for an increasingly demanding job market. When we complete our studies, we are left without direction.


Creating New Employment Opportunities in Latin America & the Caribbean. Recently, members of the NEO alliance convened in Lima, Peru, to reflect on the initiative's six-year legacy. For the 100-plus attendees from the public and private sectors and civil society, the event was more than just an opportunity to swap success stories—though there were plenty of those, too. It was a platform for constructive conversations about how to learn from NEO and build upon the legacy for the future.

One Million Youth in Latin America & the Caribbean to Benefit from Novel Job Training Alliance. NEO aims to improve job entry on a significant scale among poor and low-income youth by bringing together key private and public actors to provide high-impact, market-relevant training and job placement services to the region’s young people. Through this ambitious initiative, the private sector will play a leading role in helping governments develop strategies to address youth unemployment in the region.

5 Practical, Bilingual Youth Employability Guides. To ensure local NEO partners can provide the highest quality youth employment training and services, IYF developed a suite of five publications containing background information, step-by-step guidance, best practices, examples, and tools.





The Future of Youth Education in Post-Conflict Colombia. Sergio Fajardo Valderrama contributed to Medellín’s social transformation and new image and has received many awards and honors for distinguished leadership. His administrations have championed education and innovation and promoted programs such as entra21 and New Employment Opportunities.




Work Readiness Skills & Gender Equality in the Dominican Republic. In the Dominican Republic, as in the nine other countries in Latin America and the Caribbean where NEO has active alliances, public, private, and civil sectors are combining efforts to achieve a better and broader integration of youth to the labor market. Research shows that work readiness skills like the ones PTS teaches are critical: they not only help young people secure gainful employment, but also prepare them to lead healthy, productive lives.

New S4YE Report Highlights Innovative Youth Employment Projects. Solutions for Youth Employment (S4YE) released New and Promising Approaches in Youth Employment Programs, an analysis of findings from the coalition's Impact Portfolio (IP). The IP is a collection of 19 innovative youth employment initiatives that serve as a “learning laboratory” and model from which other youth development practitioners can glean insights.

Youth & the Future of Work. For too many young people in Latin America and the Caribbean, the path to employment is fraught with challenges. For too many businesses in the region, finding qualified young people proves difficult. Innovations in Youth Employment: Insights from the NEO Initiative, held in Washington, DC, examined how to align youth, school, training, and employer needs to connect youth with opportunities and bridge the skills gap.

5 Strategies for Managing a Multi-Stakeholder Alliance. Alliances have achieved great things over the last two and a half years, including aligning the public school curriculum to the aerospace, automotive, and clean energy sectors; integrating social-emotional skills and career guidance into the standard high school curriculum; and developing an online search tool for local employers to find qualified graduates.

3 Strategies for Addressing the Skills Mismatch in Latin America. A large body of evidence points to a growing mismatch between the skills Latin America’s productive sectors need and what education and training systems are teaching. How can organizations work towards addressing this skills mismatch?
